With reference to Sir Philip

Cunliffe-Lister's Confidential (2) despatch

of 9th January, 1935, on the subject of Colonial

Naval Volunteer Forces, I have the honour to inform

you that after full consideration of the matter I

have come to the conclusion that it would be

undesirable and contrary to the best interests of

the Colony to pass an Ordinance on the lines of the

second model which accompanied Sir Philip Cunliffe-

Lister's Confidential despatch of 7th December, 1933.

I cannot but feel that there has

been some misunderstanding as to the intentions of

the Hong Kong Government in this matter, due to the

incorrect use of the term "Royal Naval Volunteer

Reserve" in the earlier discussions and correspondence.

The intention of the Government throughout has been

that the Naval Volunteer Force should be the Naval

counterpart of the existing Hong Kong Volunteer

Defence Corps and that it should be raised and
